'The Portland Pirate Festival has pulled up its anchors and is setting sail for St. Helens, though the annual event plans to retain Portland in its name.

'The festival's planners have been unhappy with rental fees from the Portland Bureau of Parks and Recreation for a few years, said Joshua "Shuhe" Hawkins, who owns the 6-year-old event with his partner, Kathryn Larsen.'
